Background Information

Bargad is a leading Pakistani organization for youth development. It is currently implementing “Active Citizenship through Inclusive Volunteering and Empowerment.”

Under this project, a lawyer will be hired who will be responsible for registration of three youth networks based in Khyber PakhtunKhawa, Punjab and Islamabad with all the necessary legal documents for registering the youth networks/forum under the Societies Act 1860 with the office of Joint Stock Companies in their respective provinces/districts.  

Purpose and Expected Results

Overall objective:

The overall objective is to Hire a Lawyer/Law Firm for registration of 3 youth networks in Khyber Pakhtunkhwa, Punjab, and Islamabad.

Scope of the Services

Project Introduction

The project aims to ensure that marginalized communities and local civil society can hold government systems accountable to their collective needs and gain access to improved public services and basic rights through volunteering for development interventions. It seeks to equip civil society groups representing marginalized populations with the skills and confidence to organize and advocate for their fundamental rights, while also ensuring that duty bearers and service providers demonstrate greater accountability to both communities and local CSOs. At the same time, the project strengthens Community Support Groups (CSGs) in climate resilience, leadership, resource mobilization, advocacy, and financial management, enabling them to operate more effectively and sustainably. Additionally, the initiative supports the legal registration of three youth networks in ICT, Punjab, and KP, enabling them to function as independent, structured entities that can continue advocating for community needs in the long term.

Other Contract Details

Duration of the contract:

The contract period will be three (03) months from December 20, 2025 to March 20, 2026

Location:

The contract will be executed in Lahore. Bargad is not responsible for any logistic arrangement if a relocation of the service provider is involved.

Reporting:

The consultant/firm will report to the Executive Director, Sabiha Shaheen, but work closely with Project Coordinator who will be their contact person within the organization.

Deliverables:

The consultancy will be expected to deliver, at the minimum, the following outputs:

  • An inception report with a detailed work plan and methodology within seven (07) working days of commencement of the assignment
  • The selection of names of these youth groups/forums will be decided mutually with Bargad. The proposed names are (1) National Youth Volunteer Forum Khyber Pakhtunkhwa, (2) National Youth Volunteer Forum Punjab, and (3) National Youth Volunteer Forum Islamabad. This could be further discussed.
  • Draft MOA, Rules and Regulations, member lists, affidavits, resolutions, and all required forms for each network.
  • Submit applications to the Registrar of Societies and pay fees if authorized.
  • Track progress and handle queries or corrections.
  • Obtain Registration Certificate, signed and stamped MOA, Rules and Regulation; and By-Laws and submit to Bargad

Qualification and eligibility criteria for the contractor:

  • Education: Law Degree (LLB or higher) and Bar enrolment
  • Minimum of 3 years of experience in society registration, contract drafting, compliance work, and liaison with the Registrar of Societies
  • Proven track record of registering youth groups, CSOs, NGOs, or community-based organizations
  •  Strong understanding of the Societies Registration Act, 1860 and related state rules.
  • Ability to prepare MOAs, Rules and Regulations, affidavits, resolutions, and full application files.
  • Strong skills in ensuring compliance, and handling registrar queries.
  • Clear knowledge of how youth networks and CSOs operate.
  • Solid writing and communication skills in English for preparing legal documents and providing guidance.
  • Submission Requirements: The candidate must submit a profile/CV reflecting the above requirements to establish their suitability along with a National Tax Number (NTN) Certificate.
  • For Firms: If a firm is applying, it must submit the company profile along with the composition of the team, their CVs, NTN certifications and their registration certifications.
